Archbishop of Goa, the Rev. Ignatius Mascarenhas is disturbed by the environmental devastation caused by mining in the state and the general apathy of the industry to its effect on the lives of the people. When his brother, the Chief Minister, Francis Mascarenhas, decides to initiate the process to lift the reserved status of a forest in Goa, a move that will open up the forest to mining, Ignatius steps in. Following protests and a rigid stance adopted by the Church in Goa, Francis wavers in his decision. A rogue miner then decides that for the industry to survive in Goa, one of the brothers has to die.
